It didn’t work for me because there wasn’t enough room between my saddle and
tire (fistful of seatpost) and the bag was squashed so I sold it onwards.

I had a similar problem. I mounted the hupe on my bike just for a short
ride to carry some bike parts. Jerry rigged a basket onto the hupe and
carried a bunch of sugino cranksets and other bike parts (including 12
other hupes). A bit over the weight limit of the hupe, but worked for the
ride.
I haven't. Sounds like a neat idea.
But I would imagine that the repeated mounting and dismounting of the hupe
would really gouge up the paint on the frame.
Mine gouged the paint upon first installation and I don't use it.

I like the idea. Why not use a back rack? Or if you want something smaller
than there's the Carridice bagman which is a bit stronger with the stay's
attached at the seat stay's. my 2 cents.

don't quite go all the way around the stays but she'll do for a
saddlebag support. For a really big saddlebag or one that's heavily
loaded, a bolt on rack is better.

You guys probably know this already, but they sell that rubber coating
stuff at the hardware store to re-coat the handles of hand tools. It
would probably be perfect to dip the hoop in and give it a second life
(and possibly double up on in the problematic spots).

After I gouged my Bleriot, I took a careful look at the Silver Hupe
while mounted on the bike and concluded the arms were designed too
close together around the mounting points, which makes it have a
tendency to pop off inwards when riding on bumpy roads. I took the
Hupe off, placed it in a vice,
With the Silver Hupe, for me the seat stay diameter made a difference.
On the Quickbeam, with single tapered seat-stays it gouged the paint a
bit and didn't want to fit around the larger diameter seat stays.
On the Rambouillet with double tapered seat-stays, noticeable smaller
diameter, it fit

I had a Hupe, worked fine, never damaged stays, but I preventively wrapped
w/ inner tubes. I never had a lot of weight on it or used it that much.

cloth,even shellacked, will not offer full protection from a silver
