To answer your question Ian, I had them on a Trek 850, a 26" mtn bike from 1985, converted with Paul Motolites. Wayne is right, these would be great. The rear hub spacing is 135mm on the wheelset, so will fit the Atlantis. Beyond that, I can't think of any other specs you should be concerned

The OuterShell looks like a rando bag made to fit in a basket. My main concern with my rando bag is it's floppiness. Fine for smooth roads, but moves around too much on trails. Perhaps inside a basket the OuterShell basket bag would be more structured? Jeremy, can you speak to this? Wish

Whelp, a super thin, maybe 1 or 2mm washer I dug out of the ol' washer bin and set between the derailer and hanger did the trick as Bill explained. So very thin, but now I have a smooth full range over the 9 speed 11-32. Slides into the 11 tooth easily. Still enough thread engaged, too. Thanks
