affected receiver [MastrII] to actually see it.
One he saw it, he demodded the signal and it was a local paging outfit on 454
MHz.
My agency's problem was a little different.
We operate on a conventional UHF repeater system.
At the time we had Micor mobiles.
Call would go out for a crash.
First unit in would be taking to dispatch fine.
Pulls his portable and is talking to dispatch through the PAC-R/T and the radio
in HIS

recertification by the FCC, then NO.
I know of NO pre 1997 radios that have been certificated for adherence to the
current emission mask for 'narrowband'.

BTW, it's after 2012. Narrowbanding must be completed PRIOR to
Yahoo is notorious for not handling HTML mail very well.
Plus, if you are using Outlook, there is a specific issue with the way it codes
quoted material.
Best suggestion is to send only in plain text, and have it delivered in
Traditional' not 'Fully Featured' format.
