Some time ago when i was even more unexperienced in the ways of how the
system needs to be to be able to run reviewboard i asked
RB 4 won't have any official Python 3 support. A lot of work has been done
to make RB 4 run on Python 3 with Django 1.11, but there's still many
problems to solve and a lot of work for us to do to prepare customers for
some breaking changes, so we won't be providing anything official until RB
5.
