problems with pubdate

I believe there may have been some timezone/locale related bugs with the pubtime in the pre-1.3 roller. I'm not sure though because Dave is the one who did the fix and blogs.sun.com has been running on 1.3 for months now. However, a related issue is that users are *constantly* complaining
