why are you using rt 3.8.0? you can try rt 3.8.1rc2. it is utf8 ok.
if you use 3.8.0, you may need to tune mysql utf8 parameters.

After looking at the way the mysql update procedure works, I believe
it only changes the column charset

today i tried rt 3.8.1rc1, and i found where my problem is.i should
run mysql upgrade script first, then run rt upgrade script. after that
my upgraded rt looks like the new rt.
but when playing with rt 3.8. i am confused about the new what you
see is what you get editor. i try to comment
=font-size: x-largetest test test/span/p
but i don't know where these html tags will take effects. i can only
see plain text in RT browser page or email.
