Most likely a DNS problem.  I've no time right now to explain what this
means and how to fix it - sorry.

 Also, what was it that was wrong initially that the two above commands 
 fixed?

Some modems refuse to work unless you download 512 bytes at a well
chosen modem.  Kind of weird but that's the way it is.  I've changed
the driver so it does this by default now.

It worked!  Almost...  The modem retrained and dialed in.  But neither 
Firefox or Evolution recognize the connection.

Most likely this means that the modem initialization failed (the

How do I tell what version of the kernel I am using?
Also, is this the only command I need to type or is this just a 
parameter to pass when re-compiling?
(I'm a newbie to the linux environment, I've never compiled a kernel 
before but I do know what it means)
I don't want to make a mess of my system.  Is there an online step by 
step how-to for kernel re-compiling?

If you never do, that's time to try or you may find a precompiled newer
kernel from your distribution.

There is plenty of how-to over the net.
Just don't take an old one for 2.4 kernel
You could use what your distribution supply to compile a kernel or do that
by hand.

PS: A good test to see whether things have improved
is to check whether there is a device entry in
/proc/net/atm/devices

This is not good but it should not be related to speedtouch problem as

 This is not good but it should not be related to speedtouch problem as
 speedtouch is on 1-2 hub (see bellow)
 You should consider to add a powered usb hub to feed usb devices as needed

I agree this is not good, especially considereing that the hub IS 
powered.  So why I'm getting this message?

Also, you are correct, the Alcatel is not on the hub but plugged 
directly into the computer.  I've also tried bringing up the modem 
without the hub even being plugged in, but the results are the same.

It means that the modem failed to initialize properly, or initialized
ok but the device was disconnected (eg because of electrical problems
or because some part of your system forced a logical disconnect).  The
usual reason for failing to initialize is that there was a problem
uploading the firmware.  You said that was ok, so that leaves the other
possibility.  But rather than guessing, can you please send in your
entire system log.

That mean that atm layer is ready but the modem is not recognised as an atm
device

Is usb ready?
lsmod | grep usb

Is the speedtch module loaded?
lsmod | grep speedtch

 speedtch script) Additionally ntp reports that ntp.ubuntu.org cannot be 
 found. Also DHCP persistently is trying to do something with eth0 - why, I 
 don't know. (yes I did use defaultroute and pppoatm.so in my script just as 
 the instructions said to)
