I listened to it and it is not SSTV, not FSTV, not any mode I have ever
heard, including a dozen or so in the Hellschreiber series.

No, it is not Hellschreiber. I have used that for hundreds of contacts
on amateur radio and I know exactly how it sounds.

I believe it's slow scan TV being transmitted by a radio amateur. Or
it could be one of the new digi modes. But it's most likely a radio
amateur transmitting it. That IS in the 75 meter ham band.
