yes, it is one of the possible explanations, but the used modulation/
encoding is rather unusual. I've heard SSTV as well as various facsimile
transmissions many times and it never appeared like this. But

Hams keep coming up with new digi modes. We had Clover, then PSK31,
then PSK16, MFSK16, Feld-Hell, then Olivia, ...
Not to mention JASON, WOLF, WSPR on the lower frequencies ...

I would think if this transmission went for 2 plus hours and is in fact a ham,
there would at least be some sort of intermittent ID usually in CW. Unless,

The ID may be sent in the transmission mode in use, at least by FCC rules.

I listened to it and it is not SSTV, not FSTV, not any mode I have ever
heard, including a dozen or so in the Hellschreiber series.

No, it is not Hellschreiber. I have used that for hundreds of contacts
on amateur radio and I know exactly how it sounds.
