No, they do not use any microwave frequencies for their transmissions.
Frequency range is 2 to 10 MHz as you noted. They are doing
ionospheric experiments.

The HAARP facility is not clandestine in its transmissions. They may
very well fill you in on their schedule if you ask.

HAARP is the US version of the old Russian Woodpecker,
Over-the-Horizon Radar. The only thing I think it ever cooked was some
errant birds.
