13D UG flush

We have a contractor that is refusing to flush the UG pipe prior to tie in because he "has never done it in 20 years". I can find something in NFPA 13R that requires a flush but nothing in 13D.. Anyone have any insight on why its not required in 13D? Rocci Cetani III, CET Senior Designer W
