freezing it shall be heated to 40dF.

Check the Georgia code amendments. Years ago, when I lived in Atlanta, they
allowed re-using heads in some circumstances.

This report, ESR-2397 appears to be an update to NER-516, dated January 1,
2004. While I haven't done a detailed comparison, one difference that pops out
at me is the following.
(Old text from NER-516):
7.8 All combustible materials shall be kept 2 inches (51 mm) from the face of
the glass.
Actually, the IBC section on limited area sprinkler systems goes up to 19 heads
(fewer than 20). It also requires a hydraulic calc with a simultaneous
plumbing demand.
