In my experience,please note the following:
Question #1 : The size of the tank should be based on the larger of the
two,estimated fire flow (which should include an estimated sprinkler demand) or
the actual sprinkler demand including required hose demand,for the required
duration.
Fire flow is from IFC Appendix B not NFPA. As far as I know 1500 gpm is the
minimum fire flow for any property. The inside/outside hose flow added to
sprinkler flow has nothing to do with fire flow from hydrants, they are two
completely separate issues. A reduction in fire flow is allowed for

Appendix B, (2) NFPA 1, (3) NFPA Handbook, (4) ISO, (5) Local FD/Water

Don't make that assumption. Fire flow is one thing that has no universal
rules and has no regard for the applicable building code
