UNKNOWN. It's not even feature-frozen yet. It's more of a platform for testing ideas. I wouldn't be surprised if it was a couple of years. Pretty-much every smartphone, GPS unit and set-top box uses it. Not to mention tablets and computers. It's not going to go away overnight. According to this http://sqlite.org/src4/doc/trunk/www/design.wiki SQLite 3 and 4 will be maintained in parallel, since version 4 brings some fundamental changes that users might not want and/or agree with and therefore prefer to stick with version 3.
