I had another look at the scanner log and discovered the name of the 3kb
malformed mp3 file that was causing the problem. I deleted it and ran a
new scan.
This time I have a hundred instances of some other errors! Mostly like
this:

Hello - I am simply "buffaloed" as to how to get LMS to playback a VLC
music stream, which is being hosted locally.
I am sending the stream out from one computer on the home network. I can
play the stream on another computer on the home network with VLC as
client - no problems there, so URL etc

I've been running LMS+MusicIP for years on Debian Wheezy, but decided a
few days ago that it was time to upgrade to Stretch. As my set up has
been stable for a very long time, I'm a bit rusty at configuring LMS and
MIP to work together, but I think I've done it right. MIP is running
before LMS

I downloaded the file you suggested and clicked on it and it unzipped.
I am not sure if I was supposed to do anything else.
Anyway I then tried to download LMS 7.9.1 and it was a success and it
now appears in my System Preferences.
HOWEVER, ... when I try to START the LMS
