Yes, very similar problems about a month or so ago, messed around a lot
with 7.9.x releases.
Ended up updating LMS to 8.0.0 which has an updates specifically to
address

Probably you need better https support as many internet sources no
longer support the older SSL and TLS levels. Try 7.9.3 or better still
7.9.4 or 8.0.0
