I am using SUMO 0.30.0 in Windows. What can I do?

You have to verify if TraCI4Matlab can provide you with enough information
for your objective function and restrictions for your iterative-nonlinear
optimization problem. I am pretty sure Matlab has enough tools for the
solution methods you mentioned.
