Actually there is a problem here:
http://taginfo.openstreetmap.de/keys/water#values
"water" is already in wide use, but most of the values in use are not
part of the proposal. Maybe some amendmend or changing of the key name
(e.g. water:type seems to be what the proposal wants to achieve:
