[Tagging] Re-opening of historic=* key vote without community notification

It has come to my attention that the "historic" proposal has apparently been re-opened for a vote without even a courtesy message to the tagging mailing list. Thank you to user Mnalis to noticing this and alerting several community members that have previously commented on the proposal.
