Russ, You should go to the volume mixer, and there you will find volume controls for all devices you have open, all the way down to your email client. If Winamp is open, you will find it there too. When You do, you will probably notice that it isn't set all the way to 100%. Just get it up

I installed winamp on this new windows 10 computer. Here’s the problem I’m having. When I play a audio file with winanp, it’s audio levelplays at a much lower volume than windows media player, itunes and groove music. I used the up arrow in winamp to increase the volume to it’s maximum
