Tal y como indica en la wiki, https://wiki.openstreetmap.org/wiki/Tag:cycleway%3Dopposite, con oneway:bicycle=no no queda claro si hay un carril bici en contradirección o no. Con cycleway=opposite se indica claramente que no es así, tal y como pasa en las calles residenciales de Madrid. Saludos.
