I can't confirm. On my German system both SSCE and Hunspell work as expected 
with MicroEd (German and English Dictionary).

Fully agree. If a program allow a user to something, it should be able
to handle it.

The superior filtering system is one of the reason why I use TB!, and
I might not be the only one. If this can be bad, TB! loses its
competitive advantage - its appeal.

The other major reason I chose TB! was its ability to handle multiple
POP accounts within one application. However, every email client can
do that now. I think even my phone can handle six email addresses. So
no appeal factor here.

The filtering system is TB!'s strength - keep it that way. Don't
relegate bugs to low priority as in: https://www.ritlabs.com/bt/view.php?id=4000

I don't see this problem here now, but it reminds me of a similar
situation that occurred to me a few years ago. As I learned from 9Val,
the responsible RIT programmer for the sorting office at that time, I
had *too* many conditions in a filter, and the result resembled your
image. The solution then was to use an addressbook group instead of
adding each email address to the filter conditions.

So, a lot of conditions in a filter can be bad, maybe even worse when
nested. ;)

I  checked one Filter with a lot of conditions, but scrolling with the
mouse Wheel is ok - it could be your (minimal)theme?

Win2k

Yes, I can confirm that.
Over here it happens when the condition contains a block that contains
blocks of conditions in its turn.
When  the  condition  doesn't  contain  nested  blocks, the messing up
doesn't occur while scrolling.
