Actually in my case if I select a filter tab in the message list I get the
filter
button showing, but not when I don't. For example if I select the Unread tab
I see the button in all folders. If you are seeing it without selecting a

Select: View - Message list tabs (tough my guess is that you've done that
already)
Type some text in the quick search bar and press enter
A new message tab will appear with text string you've typed
The status bar will show your filter icon
