New filters/re-filtering not working

Hello,

I just created a new POP3 account, and created new folders into which I'd
like to filter messages.

After creating a new filter, and I try to "re-filter" the Inbox, nothing is
filtered into the new folder, even though I know there are plenty of
eligible messages.

In all the years I've been using TB (since v1), I've never had this problem.
I'm now using the latest [stable] version.

Any ideas as to what's going on here?

My mistake. I apologize!
I had forgotten to set my preferences back, after trying
to figure out why I could use "reply to all quoting selected text" in
Html, but not in text mode.

Most  of my templates are at Address Book Group level. This has always
proved most effective. Folder level templates have always had unwanted
behaviours  where  the folder focused in the main UI can override that
of  a message open in a browse window for a different folder. Although
that  is  a rare malfunction, it was enough to have me lean toward the
target  address governing the quoting and formatting requirements of a
reply.

I've  never  seen  it  in an RFC - certainly not in the original email
related RFCs...

I  accept  that  this is 2020 and HTML email has become ubiquitous. In
order  to move forward, I won't remove the "rule" that HTML is frowned
upon,  but  I  won't  enforce  it  and  I  have  added the type to the
permitted content list on the server.

How do *you* automatically detect and remove "greetings line" when 
replying to a message?

I would think of %SETPATTREGEXP manipulation, but surely there are some
ready-made recipes out there.

I  may  have  inadvertently broken a permitted types definition on the
server.

My suspicion is that it is about HTML and multipart encoding.
