I tried again logged into the computer as administrator, then tried
again on a completely different computer (Win XP again), and got the
same result.
Is there an older version of setup-TopBraidComposer-ME-x.x.x.exe that
I can try?

I am not a Windows expert, but if your computer has locked out
installations, I don't believe switching to an administrator

I think your computer didn't fully download TBC-ME. If the installer
issues any error, this is the most likely error.
The size of TBC-ME 3.0.0 Windows installer should be 268 MB.
Before trying 2.6.2, could you try re-downloading TBC-ME 3.0.0?
