Bob, I think your computer didn't fully download TBC-ME. If the installer issues any error, this is the most likely error.
The size of TBC-ME 3.0.0 Windows installer should be 268 MB. Before trying 2.6.2, could you try re-downloading TBC-ME 3.0.0?
