I thought that if my regular account didn't have write permission to certain directories then an admin account would. Since then, I've installed Inkscape from my regular account with no problem, so installations aren't being locked out.
The fact that the same thing happened on a completely different computer in my house is what made me want to try an earlier distribution, so I'm downloading the one you pointed to now. Thanks!
