OK, it appears to be purely a Unity8/QtMir bug. Unity8 does not allow
gaps (splash screens) in the lifecycle of a connection's surface:

Thanks. I'm going to upload your patch. I think the approach on the
Debian bug is probably a bit better - make sure the file can't get (too)
stale in the first place by putting it somewhere which will be cleaned
out on reboot. But this one probably is less error prone given that
we're close to
I'll upgrade to the wily beta in place and try using that. The
difficulty is that the problem is intermittent, I cannot reliably
reproduce.

Sorry I only tried with lubuntu 15.04, and the Video Tearing issue was only on
my Sony vaio laptop, not on another desktop PC.
After discussion with some Hexchat guys, the root cause seems to be Marco the
default window manager used by Linux Mint MATE Edition. I can say this

ntpd can use stale
