For anyone who finds this bug, and wonders about the "Users can override
this behaviour with a config file" part, here's what I did to get an
OpenSSL-using application to talk to an old server that only supported
TLSv1 (in my case, an old Mumble server):
1. create an "openssl.cnf" file somewhere
I uploaded patch for bionic sru. but I didn't subscribe sru-sponsors yet
because I'm still confirming reproducer.
I'll update description after reproducing this issue in my local.

There is a bug in mesa version 19.2.x where x>2, manifesting itself as
window contents in large windows on 4K display renders with an incorrect
vertical offset, making the desktop largely unusable for some customers.
