I just repeated your steps on a xenial lxd, using apache2
2.4.18-2ubuntu3.10, and after rebooting the container, apache2 was not
started. I got the same warnings that you did, however.
Furthermore, status also shows it's inactive after the reboot:

This happens because output of clknetsim was modified and the following

I dual boot several Ubuntu versions and have edited /etc/default/grub to
show them on boot (and default to the last used).
When eoan installs grub I no longer see the grub menu listing them
during boot.
Holding the shift key doesn't help.
Although not displayed the menu see

regressions.

So mate used to be great but doesn't seem to be a solution anymore
either, type-ahead-find seemingly has been replaced for search-as-you-
type in mate sometimes this summer as well, too.

I don't understand how we're getting two instances of this crash in
version 1:11.1-1ubuntu7.3.
It sounds like either someone built their own package by the same name,
or errors.ubuntu.com is not grouping the crashes correctly.
I say this because the fix does:
