For clarity this is triggered by the kernel sometimes exposing an EIO
where we are expecting EOF. This tickles an issue with libnih which
accumulates input in a read until EAGAIN loop, and dumps (arguably
erroneously) its entire pending buffer when it sees an unexpected error.

Can you boot in rescue mode? Can you boot with upstart?
Please boot without quiet splash $vt_handover, and see how far you
get. (Make a photo of the screen or so, if you don't get far enough to
get a terminal). It would also help to boot with a debug shell, and get
the list of pending jobs there;

This bug is resolved in my particular case, running Trusty 14.04.1 on
kernel 3.16.0-31-generic on an Acer ES1-111M and without need of any
editing of /lib/udev/rules.d/60-persistent-storage.rules

To replicate, perform a manual cifs mount, for example:
sudo mount -t cifs -o credentials=,user,rw,uid=1000
//192.168.1.nnn/docs /media/test_mount
Then shutdown. When booted with systemd there is a 1 to 2 minute delay
before shutdown. In syslog the last shutdown
Following up discussion on bug #1394731, Seb subscribed ubuntu-desktop
to the bug report. However, only the libs are going to be maintained by
the Canonical desktop team (and the build-deps needed for nautilus). So
demoting all non libs that are not required by Nautilus.
Supported libraries are
