I can't make a recommendation solely on price, but, imho, AirVPN
(http://airvpn.org/) should probably be on your short list of providers to
consider. Ethical, competent, and the client software (Eddie) is GPL
licensed and works very well with Trisquel.

My preference is Mullvad but it is a bit more pricey than PIA.
If you want a better and cheaper alternative than PIA. I would suggest
FrootVPN.com (Sweden) or Privatoria.net (Czech Republic).
