Judith, the key is whether you are a citizen of the state in which you were born, or a citizen of the USA, Inc. If you have a SSN, then you are a citizen of USA, Inc and have "volunteered", by getting an SSN, to pay taxes. Now, once you have "volunteered" by getting an SSN, you are "required" to
