Did Jesus say in Matt 22:37-40 On these two (plus keeping
the Shabbat) hang all the law and the prophets? Why Not?
Romans 13:10 mentions keeping the whole law

You've missed the point. Read it again. On these two laws hang all the Law
and the Prophets.
Commandment #1: Love God
Commandment #2: Love Neighbor.
Every Law in the Torah and
Attending synagog is not what "keeps" the sabbath. Doing no work is what "keeps" the sabbath.
