We applied a few weeks ago and are looking for an update. We're
making sure to stay under the present limits, but are inching closer
by the day and having to curtail growth of our app based on this

It seems to cache new content for a really, really long time (at least
12 hours, though I think this number is falling).

I have noticed this and actually posted about it on 10/5 (Subject:
status destroy / caching in NewTwitter). I was planning on making a
bit of noise tomorrow to see if there were any updates.
Sorry I don't have more to add (except lots of data about what's
actually happening).
