Since upgrading to the 2.6.19 kernel (which is using libata now iiuc) i
have been having hard disk lockups. That is, i/o to/from the disk just
does not happen. No more HD led and anything trying to access local
disk hangs. Even a sysrq-s does not cause the buffer cache to
Cyrillic input works perfect only when I run the program with export
LANG=en_US.UTF-8 command before it.
So, I found a temporary workaround, but the problem still exists.
It is no temporary workaround! It work ONLY for Latin menu of programs...
Temporary workaround is export LANG=ru_US.UTF-8

When you experience this, does 'pidof hald' (in a terminal) show any
number or is it completely empty? If it's empty, then this sounds like a
dbus problem (similar to bug 25931). In that case, can you please try
sudo /etc/dbus-1/event.d/20hal start
and check whether it works then?

Generally this does work with most cdrom drives, just the way you expect.
To figure out why it does not work for you, could you please report what make
