I can confirm that this bug exists in Dapper since version 2.6.15-26.47.
The changelog states that skge was then updated to version in 2.6.17, to

Question to all those who have over worked CPUs, I have again had to shut down
APP-GET as it was using 87% of my CPU.
I had put it to sleep and now I have STOPPED it.
Use system monitor to look at CPU use, open the process and see if app-get is
running. If so, turn it off
A similar bug, bug 121173, is claimed to be fixed in the very latest
update to libvte in Gutsy. Áron couldn't produce this anyway in Gutsy,
but if it was still present but required specific environments to
reproduce, it _may_ have been resolved by that same fix...

for dapper which is the LTS version it is still valid, I needed to use
the tar.gz version from the upstream homepage. didn't try with feisty.
but whats the problem with reproducing it? just type dpkg -L
python2.4-4suite on dapper. /build/buildd/python-4suite-0.99cvs20050418/

Can you elaborate on what you mean by forcibly reboot after syncing?
I removed the asound.state file, ran 'kill $(lsof -t /dev/dsp*
/dev/audio* /dev/mixer* /dev/snd/*) sudo modprobe -r $(lsmod|awk
'/^snd/ {print $1}') sudo modprobe snd-emu10k1', and I still see no
'PCM' slider in alsamixer.

I should note that I see PCM Front, PCM Center, PCM Surround etc. but
last I checked they don't seem to do anything.
