This is still problem using Hardy. Texas Instruments ACX 111 chipset,
it's a PCI card not a USB dongle here also.

After more testing, it appears that the nvidia driver is creating the
problem. Using the NV driver, suspend and hibernate works fine with the
current kernel (2.6.22-14).

I've nominated the bug for dapper as it may fit a StableReleaseUpdates
(see https://wiki.ubuntu.com/StableReleaseUpdates) under the severe
regressions from the previous release of Ubuntu criteria.
