In Ubuntu, all packages in main have their translations split out from
the main package.
The translations for virt-manager are in the language-pack-fr package,
which you can either install manually, or use the Language Support
tool.
Newt Syrup has nothing to do with translations, it's a helper
I've disabled a bunch of things trying to pin point how/when the box
appears. I concur that it appears to be with the browser. That being
said, I haven't noticed any browser breakage when it appears but I
suppose it's possible.

I tried to install acroread a couple of days ago and there was a
multilib conflict that resulted in uninstalling kbubuntu-desktop and all
of KDE
two problems
1. the multilib failure
2. its far too easy for a multilib failure to result in the
uninstalltion of a major amount

Since I can't reproduce this bug here (and there seem to be no duplicates of
this occurring in Bugzilla), I think you just have the wrong values in
GSettings, (maybe they were migrated from your old GConf configuration).
You can get/set those with the command
gsettings get/set
