For the record, systemd actually checks for docked/undocked events, so
in a VT you should not actually get this behaviour. Only under Unity,
because unity-settings-daemon doesn't seem to check for dock events in

I have the same problem with my Vivid installation. The laptop is a HP ProBook
470 G0.
When I close the lid, there are cases when it suspends, but in most of the
cases it doesn't.

It sounds like all of the scenarios reported are ones that packaging
can't really be expected to handle, so I don't think we can treat this
as a bug in packaging. So I'll mark this bug as Invalid.
