Just thought to add to this as after an upgrade from 14.04 to 16.04 I
experienced the same error with the scroll wheel. After much research
and considering a BIOS upgrade I rebooted and it is now working. Try
this before anything else, it may save you a lot of time.

I had same issue on Kubuntu 14.04 actually, I thought new version will
have it working.
I do can change keyboard backlight for example, but not screen
brightness. I have to use sliders in Power settings.

I've noticed recently that "Ringtone" and "Message received" sounds are
too silent, so it's easy to miss incoming call or SMS, event if sound
indicator shows 100% volume!
After some troubleshooting I discovered that "Ringtone" (and "Message
received") has same sound level as when playing with

In 14.04 when I set screen brightness to 0 the screen would go
completely dark, which was extremely convenient for me. Now that I've
upgraded to 16.04 the screen is still on even at the minimum setting.
