Anyone else can confirm that it doesn't work in 4.15 from Ubuntu
repository but works with the
apport-collect is used to gather additional information about a bug
reported in Launchpad so requires an internet connection to work.
Additionally, if you do have an internet connection you can choose to
keep the report for filing later. So I this is bug isn't really valid.

Apologies, I thought I responded to this a while ago. After switching
the cable to the dedicated IPMI nic, everything seemed to work out
without an issue. Kind of sucks that the shared IPMI flakes out but it
is what it is. Thanks for your help!

You have libssl1.1 from a PPA and it does not include an important bug
fix which does exist in the package from the official Ubuntu archive.
This causes the ca-certificates package installation to fail.
