I am not sure this was fixed, or maybe I just hardly misunderstand that.
Under current Bionic (software-properties-common 0.96.24.32.3) I still
can't retrieve keys via env-var defined `http_proxy`.

For autopkgtest-cloud I just cowboyed a change to add Restart=on-failure
to rabbitmq-server.service. Maybe that helps us mitigate, in combination
with delivery_mode=2.

to a locale which provides timestamps in a shorter format by default
(e.g. DD.MM.YY) so it would still fit into the greeter box, but
apparently simply overriding $LANG and $LC_TIME is not enough to affect
the PAM messages.

As I started to suspect of the kernel i915 modesetting driver, yesterday
I put a workaround in place, not sure if it will have any effect. I

On my 18.04 system with latest updates installed as of today,

Dummy me, forgive me: I still had the crash file around, it was just a
question of giving read permission to everyone (since it was only
readable by root and group whoopsie), and running ubuntu-bug over it.

Had same issue fixed it with @JT fix but I had to install libvirt first
`sudo apt install qemu-kvm libvirt-bin`
Add group=kvm in /etc/libvirt/qemu.conf
Add yourself to the kvm group `sudo usermod -a -G kvm $USER`
I rebooted for good measure and now vm's start up

can you in addition try if it is also fixed with the version that is in Ubunt u
18.04 or later.
That would be based on 1.16.1 like the one you referred for CentOS.
If so it is quite likely an upstream issue fixed in te meantime and one
has to check which diff between 1.13 -> 1.16 is the fix
Shouldn't need a security audit, as it isn't the sort of thing that
would be used in security-sensitive contexts.
