@Bilal: this is not the issue. I was eventually able to get things
working by installing the full compiz package ( only compiz-core was
required by dependencies ) and running the compiz-window-decorator.
I'll need to fiddle with it some more to find how to reproduce the bug
exactly. At this point

In the "Other Keys" tab, I have several keys, but pressing the
"Properties" button or selecting properties from the right-click menu
does nothing at all. "Delete" similarly doesn't work. These functions

I notice that while the output from i8kctrl hasn't changed, its
different from /proc/i8k, even thought they should be the same, I think.

This script restarts the wireless system to a point where a reboot is
unnecessary.
It runs with no output and finishes in ~1 second. When finished, the wireless
is normal again.
I made this into a launcher button for a one-click fix, with command:
