Martin : Exactly. Instead of calling "make docs", the debian/rules file
was calling rst2html directly and assume .html suffix for files. I
changed it to use "make docs" instead, as John suggested above.

The client have confirmed that the combination kernel + initramfs-tools
+ udev fixes solve his problem. The FC controller is now recognized at
boot, and file systems attached to it mount fine without manual
intervention.

Disregard my comment above, it was wrong. It's been pointed to me that
just choosing the Canadian layout, with no variant, is what we have to
do since ca(fr) _is_ the default Canadian layout variant. It's backward
from what we used to do in the past, but it work !

This was a misunderstanding ... the default Canadian layout _is_ the
ca(fr). It's somewhat confusing, as you had to specifically select the
ca_enhanced variant in the past. But just choosing the ca layout, no
variant, is what we have to do now.
