I am unable to reproduce this when using the steps below:
1. Open Firefox
2. Click on bookmarks -> Organise Bookmarks -> Import/Backup -> Export HTML

I was able to see it and delete it after restarting gdm using:
go to TTY using F# log in and run the following command than hit F7
sudo /etc/init.d/gdm restart
it showed the panel and i was able to remove it.

Here is the screen shot. look all the way to right the window is not
maxed all the way since the black area is where the gnome-panel that i
added. However right clicking it only gives option same as your desktop,
it doesnt mention anything like panel should.
