I have exactly the same problem since Kubuntu 10.04 Lucid until 11.04 Natty.
My USB dongle is a MyGica s870 using dvb_usb_dib0700 module.

I forgot to say that I have an ATI x1250 card and use the free radeon
dtivers.
The ia32-libs_20090808ubuntu9+maverick~xorgedgers2_amd64.deb package
from xorg edgers PPA Repository solves the problem definitively.
Be careful. Do not add the repository. Just download and install the
package.

I could not get the sound working after change many options after
installation of Kubuntu. I purged pulseaudio and then I reinstalled it.
Doing so now I have audio in the system.

@kurt belgrave, I did not have flickers or flashes again in exactly the
same conditions in Maverick, ie the login or when changing the display
