Given that simply reverting to kernel 6.5.0-17-generic fixes
This is related yo the kernel version 6.8.0-11-generic.
6.5.0-17-generic is not affected.

FWIW: My 24.04 is an upgrade from 23.10 (`sudo do-release-upgrade -d`),
not a new installation from the ISO.

The browsers don't work at all, tabs crash immediately. Clicking
"Restore This Tab" leads to new crash of the same tab.

Firefox (snap and local) and browsers based on current Firefox, as well
as nightly version of Firefox don't work
I have this problem in Mint 19.1 with xfce4-panel 4.12.2 (Xfce 4.12),
based on Ubuntu 18.04. The CPU high load started when switching themes.
Changing theme back solved it.

This re-emerged in Linux Mint 15 Xfce Thunar 1.6.2
Any right click menu would be affected in this way, on desktop, but very
often on links in Firefox: often one right click will not be enough.
Holding down the button would always work. But in many cases right-
clicking multiple times would invoke

I had the exactly same problem as posted (When using VLC to play a WMA-File
recorded in mono, I only get an audio-output on the left side) I use Xubuntu
11.10. - and vlc 1.1.12. It happened only with VLC.
The problem is the package vlc-plugin-pulse as Jannis Menn said: I have
uninstalled that
yes, it worked once. after restarting vlc it would not play any sound so
I had to resistall pulse and now the mono/left headphone is back. no
solution
