xfce4 isn't pulled in by Xubuntu. There's no point in changing xfce4's
deps here. The way I see it, there are two options for dealing with
this:
1) Go on a rebranding crusade for everything we pull automatically from Debian
so that if an Ubuntu user installs it by accident, they get an Ubuntu
xfce4 recommends desktop-base, but does not directly depend on it.
Should the package be removed from the Recommends list?

I just bought this brandnew Acer notebook, took it out of the box, and
directly installed ubuntu. However, I have bought the version „without
operating system” to not waste around 60 Euro for a Windows 7 I do not
use. But even an Acer Notebook

Ok, nothing out of the ordinary in your grub system setup. But grub is
definitely set up to use a background image, and it's not obvious when
inspecting the grub.cfg where it comes from. Can you run 'update-grub'
and post the output? This will tell what image it's using.

This has certainly not been the common experience. Please attach
/etc/default/grub, /boot/grub/grub.cfg, and the output of 'dpkg -S
/etc/grub.d/*'.
