I do have a VERY different workaround, that let me suggest the real bug is with xserver-xorg-video-intel. Everytime I set my /etc/X11/xorg.conf file to use 'i810' driver, my TTY[1-6] works fine. And when I set Xorg to use 'intel' driver, my TTY[1-6] goes away. As I reported in duplicate of this

I have experienced this problem on a clean install of 7.10. Graphics are provided by an old nvidia gforce mx2 card. TTYs 1-6 showed up following the initial install and following the restricted drivers install using the new GUI module. They disappeared after I added vga=791 to my boot options.
